Default Dropping parachutes?

I was told today 2 conflicting stories about what the club decided on the issue of dropping parachutes from planes at the JaxRC field.
One club member said that it was okay to drop parachutes from planes as long as there was no other planes flying at the same time. Another club member told me that it was not allowed to drop parachutes at all from planes at the Jaxrc field.

According to the AMA safety code:
General A.2.(i),
"Model aircraft pilots will... Not operate model aircraft carrying pyrotechnic devices which explode or burn, or any device which propels a projectile or drops any object that
creates a hazard to persons or property

The parachutes I was dropping do not contain any pyrotechnic devices, do not explode or burn, weigh less than 2 oz. and do not pose any hazard to persons or property.

I simply want to get some clarification in writing as to whether or not dropping parachutes from planes will be allowed at Jaxrc.
I would also like to suggest that when any type of issue such as this is decided at a club meeting, that it be published here on the forums.

I would prefer if the club president would respond. Thank you.
